Problem with the Payment

so i wanted to add some money to the site and i found that it is very hard to pay.
i added my card to "FasterPay" , i'm giving alot of veifications that "my card is literally my card" , but the site always declines it.
when i want to buy something always i'm getting the response of "We were not able to authorize your card.
Please contact your bank to unblock payments to merchant "FasterPay.com" located in London, UK" , i live in "Israel" + my bank is not blocking any sort of payment... , If i purchase something in "SteamPowered" it'll instantly deliever my payment , with "FasterPay" it does exactly the opposite and it's very disturbing.
