WotLK How to report XP boosters?

I started noticing messages like 'WTS stockade boost 20g run" from level 80's. According to this

powerleveling is forbidden and can lead to a ban. How should I properly report them to get them punished?

So i dont see any powerleveling for low players boosting stockade as long as dungeon mobs dont have "skull at lvl"

It also states " If you are profiting of any in-game advantage that shouldn't be happening normally, its a bug exploit and the fault for abusing it is yours and whoever is doing it with you." and I doubt that leveling via AFKing at the dungeon entrance is a conceived way to do dungeons.

There's nothing to report in this case. He does the work (clears easy mobs for him) and gets paid. While other player "AFK's". It's like cutting gems for somebody, you do the work, while the other player idles, you handover gem and get paid.

Now killing low levels with level 80 is advantage that "shouldn't be happening normally"?
