WotLK Can't opt out of mercenary mode on Frostmourne?

I've been trying to opt out of mercenary mode now for an hour, but I still get qued as Horde. (I'm Alliance) Any solution? I've restarted my game several times over, and turned it off on my account, it just does not opt me out of mercenary mode. Getting really old.
