Question about coin exchange for Lorderon mounts

I'm still a little confused about the coin exchange so I wanted to ask for clarification before I invested my time in doing this...

Would it be possible to level a character to 80 on Icecrown and trade it for coins on the exchange, and then use the coins to buy the 310% netherdrake for a character on Lorderon? Just to be sure, I would have to donate first to make this possible?

Yes, that's possible. And yes, you would need to donate to be able to use the Trade section for selling characters.
