Technical Settings reset and mouse issues

Hello, Im having an issue where everytime I open WoW.exe it will make me re-accept the EULA, and then all of my video and sound settings will be reset to default. I was told to try disabling hardware cursor, this didnt help and is also being reset each time. I was wondering if there is a known fix for this ?

Also, im having issues with my mouse/camera where the camera will randomly jump to a random position. was wondering if theres any fix for that aswell?

About issue n.1, follow these steps:
1) Restart your PC
2) close your Torrent client and move your WoW folder away from your Torrent's download destination
3) now right click on WoW folder> Properties> remove "read-only"

About issue n.2 (mouse):
while in-game: Menu -> Video -> disable "Hardware Cursor"
