PvP Weapons and Warlock Off Hands

howdy,

I just returned to warmane the other day, with pvp being my thing this time around. But I checked every pvp vendor in the game even the town in Tanaris.
To my surprise I noticed there are no weapons offered except for the arena rating vendors of ratings 1800 plus and the Wrath weapons 2200.

On my Toons I swear years ago when wotlk was a blizzard game, we had weapons and off hands with no ratings needed, like the Furious weapons and Relentless weapons with just honor pts.. I did read the weapons was added in later expansions, and same with the off hands for warlocks except for the wrath off hands.

Does this still hold true for Warmane?
