Point system for Blackrock

I've been trying to collect points on My characters on Blackrock but it doesn't work. From what I can see on the forums I'm not supposed to be able to collect points on my characters on Blackrock. But somehow I get points at random times during the past year. Therefore it seems like it is possible to get points from playing only on Blackrock. Can anyone help understand how I get points from only playing om Blackrock?
