310% Rocket Mount

Hello everyone.
I have set my eyes on a 310% speed rocket mount; X-53 Touring Rocket but I'm not sure what speed it is. Some people tell me it's 280% while others say it's 310%. This got me thinking that maybe it scales with my fastest mount speed?
I have no other 310% mounts and I would like to buy X-53 Touring Rocket, can anyone tell me what speed it will be?

it is based on your riding skill.

With highest skill = 280% speed
In case you have a 310% mount -> the rocket will become 310% as well

Damn it, I was hoping it would be 310% speed. Looks like I'm gonna have to wait for the "Love is in the air" event and see if I get it there. If not, then I will buy it from the shop, unless there's another 310% speed rocket mount that I can buy?
