3v3 and 5v5 items on Blackrock season

Hey, me and my friend wants to start play on Blackrock new season when it resets but we have few question regarding the best items.

Alot of items are locked behind 2000 rating for 3v3 and 5v5 + arena points.

Can you get those items from Soloq? The top soloq player in Battlegroup 2 season has like 1840 so that seems very hard even if you can.
Same comes to 3v3 where I only see two teams above 2k rating.

Are those items almost impossible to obtain?

A more accurate way to put it is that players make those items almost impossible to obtain by not taking part in the activities that would reward them, but yes. Not sure that scenario will change, since the general attitude I've seen for many years is to repeatedly "demand" for those requirements to be changed or removed, instead of players to start doing the activities if they want the rewards.
