Because they're even more unpleasant everywhere else. Warmane atleast introduced ilvl scaling "brackets" for battlegrounds.

Imagine if you got to play against/with them the moment you dinged 80 and queued BG's. Stick to groups and stay near a healer.

Just make people drinking FAPs and LAPs /afk or instant death please. Would solve lots of the toxicity with some players cheating every fight!
