Realms A more accessible system for transmog

While the scroll system is fine the sources for these scrolls is sort of gate kept behind the store or the endgame content especially on a fresh frostmourne server. Maybe being able to buy these scrolls with other endgame currency's like badges would be a way to free the feature up abit and allow it to be abit more accessible. As its a personalisation feature it would be nice for this to be a little more open.

The custom transmogrification system we created (for an expansion that never had it) is meant to be a long term goal, with an investment in effort being eventually rewarded with those scrolls.
