Give it a little time. Perhaps with the 3v3 quests being an interesting source of Honor, now that abusing loses on 2v2 has been essentially disabled, more people will queue once they realize EZ-Mode isn't coming back.

What do you mean ? You can do pretty much 2k+ in full rele, no matter what comp, talking from my very own experience here after few years of playing. For most of the players here, getting the required rating is the EZ mode and grinding BGs is the nightmare.

Just make them available to buy after 24hours of playing time on new char or after 100 arenas done. That's gonna stop making new chars only to farm ap and transfer it.
