How to get expertise cap for fwar without raid items: to get craft plates boots and legs and gain expertise with sockets or to get t9 fwar legs and leather craft boots with exp? Or maybe your variant

Wouldn't really worry about cap before hitting raids. Get it as close to the cap as you can. Anything beyond 20 by the time you raid ICC is okay.

Personally I wouldn't get the leather boots for exp, plate ones goes a long way.

Plate boots are your best friend till pre-BiS items (you won't have enough ARP anyway). You can use T9 legs + hands for other stats gain + first set bonus, as last thing you will get from EoFs are leggings (because you can get them VoA) and hands are offset anyway

Yes you need to stack expertise as a Fury warrior before raid. Hit first to 8% or 5% if you have talents, then 26 expertise.
that means you need to search for items with expertise on it. leather will do fine, since it give also ap and crit. i garantuee you your dps will be better
if you're exp/hit capped.

if u are going into a raid and you are not hit / EXP capped gem it and after u reach that cap try to get that hit / EXP naturaly through gear and after that work on reaching ARP cap.

start with hit cap for RDF and then EXP cap for raids and after that reach that cap with gear

t9 and t10 pants to have a nice amount of EXP on them as well + there is a trinket in toc10 with EXP on it and a ring in icc25 GunShip with EXP on it as well but its not something thats recommended you are better off gemming just incase you get these items then change them its a massive EXP hit

Please don't buy the Might of the Ocean Serpent cape, you would basically waste 50 EoFs.

The Belt of the Twilight Assassin is a nice choice (should cost only 28 EoC) as starting gear if you need expertise.
When you will start to join the entry level raids (TOC25 and Ony25) you can go after the Sharpened Obsidian Edged Blade or the Bloodbath Belt.
