Doubtful that "Classic" can be used as proof in such situations. It has a lot of bugs, it has different engine, different balance patch version.

To make it 100% valid, you need to find subject from actual retail WotLK that was true at patch 3.3.5a time

on the classic (3.4) the talent is reworked > "Frost Nova-ALIKE", which is similar to the newer expansions tier system talents where similar to original effects doesn't share diminishing returns to make them more viable/useful
