well it might be "noob" question but I hope to get honest answer.
Where do I get the scrolls?
Do I have to learn this profession to the max level?
Or do I buy it from other people? Because I don't see many people selling...

You can buy enchants from enchanters directly or as scrolls from any player or the auction house.
