HW Cursor isn't the problem. Allegedly, overlays from other software are the problem. BUT! But... here's the fun part. On a Mists of Pandaria client on another server this issue is still present. So no, it's not just wotlk. Afaik, there's no convenient solution short of turning off all overlays you may possibly have(geforce experience, discord, obs, etc.).
