WotLK What is the best spec for hunter PVE

Never really played hunter so just wanted to know if MM or Survival is better.

You can level in any spec, each have their own advantages. I've leveled in Surv and stayed in it till somewhat 5k GS, after switched to MM. Because Surv is less gear dependent (just get Agility and AP), while for MM you need good gear (ToC10+ level of gears) with hugh Armour Penetration stat on it.

Marksman is best spec for both PvE and PvP, but it requires better gear so I'd recommend you to level/gear as Survival. Beast Mastery is just worst spec by far.

survival is better for lower gear score/item level due to, as persivaln stated, it scales best with flat agility. marksmanship really starts taking off once you get a relevant amount of armor penetration (late TOC/early ICC). even then, marksmanship will still run trap spec (7/54/10) for fights where you can reliably drop traps and have bosses stay in the radius. since explosive trap scales only with agility/attack power and gains no benefit from armor pen, and survival scales best with agility, trap spec (and raw aoe: volley) will be much stronger on survival.
