Frostmourne to Icecrown migration

Is the transfer available or it hasn't started yet? I'm trying to find some information but without success. If someone has more information, please share.

So... now I have 10 characters in sell section (10/10 limit)
and 11/18 in Icecrown barracks ( after transfer).
What will happen after the 10 characters are not sold? 21/18 or 18/18 with 3 characters in the void?

Afaik they stay in the limbo until you have room in your character roster (and/or possibly barracks). This means they can't be played or placed on sale while in there.
