XP rate question?

So i joined today and was thinking of creating character on Frostmourne. I'm bit confused about that 0,5-7x XP rate. How is it divided? Could enyone explain it to me abit better?
Still on the verge on Frostmourne (PvE good for me) vs Lordaeron (PvP not fan of it). Would like to have kinda slow leveling experience like it was but not mutch fun of PvP and trying to avoid it.

Sorry. Not native english speaker.. Ment how XP rate progresses. Seems like starter zone is at 7x, but when it changes to 1x and how the curve lowers from starterzone?

No, the xp rates aren't dictated by area or anything like that. The player can switch the xp rate at will in game.
