    Making reliable pug raids

To be honest, pug raids are a hell where different sorts of people get invited and they leave on any possibility, ruining entire raiding experience. Many of pugs still don't know mechanics and don't want to learn it in raid process.
To make more reliable raids, I would suggest changing the game code a little (if its possible), so that a little popup window appears when joining, saying that this character will be banned for joining the raid for a week or so, if other people vote for ban. For example, a person has left the raid when his sought after gear didn't drop (or after 1st wipe), or he stays afk for longer than x minutes, or he doesn't know the mechanics, then, raid leader starts voting process to ban this person from joining any raid. This will enforce players to spend some time, ensure good connection, learn mechanics before joining the raid, making raiding experience better for all.
    Apologies for my bad english.

You have no right to enforce such ridiculous rules on other players.
Want stable raiding - go join guild that suits your expectations.
But "suggesting" such change, that doesn't have any thought process behind it is just...
It will also ban those who leave from bad raid, since they don't want to waste time with raid where ppl stay AFK, don't know tactics and/or just weak.

I'm not certain what this change would actually accomplish except for another abuseable mechanic ingame.
People already abuse votekicks on dungeonfinder. Let's scale that up a bit.

Also you're already free to take whoever you want to a pug. Nothing stops people from simply keeping a blacklist/whitelist for certain people they know perform as expected/properly - but you might as well start a guild at that point.
Several guilds keep whitelists for "spare spots" if they have any or ask friends/known well performers if they have spots to spare. If you scale the system to a whole raid that works quite fine as well. Just more work than actually leading a guild due to a more malleable roster.

This won't happen. We aren't going to put the power of banning people, even if it's just a deserter debuff, into a vote system for the players since that is so incredibly abusable.
