Icecrown rate changes

I am new to this server and I would like to ask cuz its 7x..
Is there a way to change rates for exp gain, reputation gain, skills .. can I put everything on 1x?

I can right click my experience bar and it lets me change it.

Thats only for exp? Can u change prof. skill gain or reputation? Cuz Ive read that only exp is x7 and everything else is 3x.

Only EXP rate can be changed.

Rest of the rates are x3 and can't be changed.
