They are meant for transmogrification purposes, and that's the point of their cost. Fashion is costly.

If it's about fashion, prices doesn't make sense anyway. TBC stuff is generally considered to be the one of most successful transmog DLCs. A popular TBC item for a transmog costs max 9 coins, an unused TOC item around 20. As someone already mentioned here, not everyone is willing to spend hard currency on things that will be replaced sooner or later, but it would definitely attract more attention than today.
It's fine for the prices to not make sense in your personal opinion.
