Alliance PVP domination on Icecrown?

I am kinda new to Icecrown server, I played on Lordaeron. When I made to Wintergrasp zone, it feels like there is no Horde, questing seems nearly impossible, coz there are no alive questgivers lol. Or when you have a quest, you get ganked most of the time. The same with The Battle for Wintergrasp, 5 in a row loses. Is it just a coincidence, or PVP on Icecrown belongs to Alliance and you should not waste time here?

Remember that quest givers move depending on whether your faction has the vault or not.

Last two or three weeks when I was there, Horde had the Vault one time, but when I got there, there was only Alliance and all the NPCs were dead lol.

Yes exactly. Don't make my mistake and better level all you characters on Ally side from start.
