WotLK Warlock drain soul not giving shards

i have undead warlock and when i drain someone i dont get a shard i tried it all, what could be the problem

Targets only grant Shards if they grant exp or honor.

Probably too low level targets.

Also you can't farm shards from same faction players in a duel unless they use Thrashin Crashin Racer.
