WotLK Does LoH(lay of hands) able to crit?

Does anyone know whether Lay on Hands is able to crit, or is it always a flat heal?

It's a flat heal based on casters maximum HP. I'm quite certain i've seen it crit a couple times over the past decade or so - but it's not supposed to be able to/the chance for it to happen is too low to consider it.
