Cannot creat ticket differetn than ban appeal

I have some bug on quest regarding battered hilt, i try to create a ticket but have only ban appeal category for me...

The bug is that i put sword into sunwell and it dissapear without give me a new one.

You are in a raid group. You must do the quest alone.

i was in the party, what should i do now?

Abandon the quest and pick it up again from the same guy who gave it to you. Then do the quest in the Sunwell alone.
