1 - Is there some source of information saying how many players are on each side and if any of them are skewed?

2 - How can I lower my xp-rate? I read it was possible and can't seem to find it.

You can lower XP rate by right clicking on the XP bar and selecting the desired rate.

The population seems to average somewhere there. Given a +- 2% fluctuation based on time of the day.
