The mount itself has nothing to do with speed, it's the riding skill that sets the mount speed. Some mounts can only be used if you have high riding skill. If you have all the riding skills, you can use any mount at that speed.
I have 300 riding skills. is it enough or how can i improve it ?

Don't think so. It would be possible in Cata since the Riding skill cap gets increased. But for WotLK, it doesn't go beyond Artisan (280%). 310% is Master riding skill, which can only be obtained in Cataclysm beyond
Unless DK/Pala speed boost works on Flying mount that is
