Icecrown 3.3.5
Frostmourne (seasonal) Ulduar
Blackrock 3.3.5
Generally I'd say Icecrown. It's higher rates realm with most players. However if you prefer lower paced leveling wtih end-game content being harder, I'd recommend Lordaeron.
MoP is barely hanging on with rather low pop.
Experience rates. Multiplication of the standard Blizzard XP gain. If the rate is x1 (*1) it's the default amount of XP you'd gain on Blizzard's WotLK servers. If it's x7 rate you get 7 times more XP from quests and killing than you would on x1.
Also, money and reputation rates are different on Icecrown and maybe Frostmourne (think it's x3, correct me if I'm wrong).

Exp rate is by default x7 in Icecrown. Which can be changed by right clicking XP bar, changeable to 0.5, 1, 3, 5 and 7 multipliers.
Player adjustable experience rate
Crafting rate is x3.
Reputation rate x3.
Money rate is x3.
Drop rates should be x1.
the infractions against my account were lifted a long, long time ago, lol.
and i don't know which event you are talking about,
- the one my account got hacked and nobody did anything (not even greens, to help me run dungeons again?)
at least retail they give you some low gear to get you started again..
- not being able to have other players buy/gift me coins?
ehh, before i realized icecrown isn't that great of a server.
- not understanding or being able to read properly?
i think you can take a lesson from this too.
