There is one, in the engineering shop. If you can't see it it's because there are many players around it. You have to be a grand master engineer to use it.
I'm not an engineer. So there really isn't one.
Non-engineers can see it too, but they can't use it. But yes, if you are not an engineer, then there is no usable auctioneer for you in Dalaran.
