Character Trading/Buying

I've looked around the forum a bit and tried to find an answer or a more suitable place to ask. The character trading thread is locked and the marketplace FAQ doesn't answer my question.

I'm interested in how the base coin amount is calculated with character trades. Does it take into factor gear that's sitting in your bags, unequipped? If someone put in the note that they have a certain GS while in armory there's only a couple pieces of equipped gear, is it possible that the remaining gear is in their inventory, thus not being calculated into the minimum coin cost and consequently lowering the price?

If that's the case, is there any protection for buyers who use notes as credible information? If for example someone put its in their note that their GS is 3.5k while their equipped gear in the armory doesn't match up with this, is there any protection for buyers? Are character trades as-is sales?

Additionally, is there any idea to find out exactly when your locked coins will be unlocked? I'm not sure exactly when my character was sold so I am not sure when I get my coins unlocked.

The minimum price does indeed include inventory items unless the [x] Equipment only option is selected, which will both appear in the tooltip as well as omit the option to inspect a toon`s inventories and banks on the Armory.
If you plan on buying a character, do check all of this. There are a lot of liars around, trying to scam ignorant people.
