Technical XP rate not correct

I was trying to get a ticket in icecrown all night said 36 mins everytime it got to under 20 mins it rest back to 36 or high for the past 3 hours, Im playing on Icecrown I have 3 characters . the issue all started when my internet was going haywire so I reset it doing so I got an email from the server saying my IP changed and I had to use a token to log back in after I did that that the main character ive been playing on no longer is getting X7 xp rates its all normal mob kills , quests , dungeon finder and regular dungeon. but odd its only one character I log on to my alts I'am playing they all have the boosted rates so Im quiet confused and i thought it might fix after I lvl so I spent hours with X1 rates in tanaris to get my 1 lvl and the rates are still X1 xp for every things so Im confused on this issue .

Yep! Right click your xp bar at the bottom of the screen above the action bar. You'll get a slew of options to choose from
