Is it a?
Cloth/Leather wearer, KM is not up: No
Cloth/Leather wearer, KM is up: Yes
Mail/Plate wearer, KM is not up: No
Mail/Plate wearer, KM is up: No
Mail/Plate wearer, KM is up AND below 35% HP: Yes

It's very situational. Not something to worry about unless you know how to use it correctly.

You're talking about the Runic Empowerment passive, which afaik isn't affected by Rune Strike or Death Coil since it's a Frost-specific talent (unlike MoP).

Yeah it was bugged, meaning it gave 20 RP back when you self healed.

Now it's fixed, I need to change the glyph section when I wake up.

Nope.

You can get around this atm with AMS being bugged.. lichborne and ams, unlimited RP. But not to worry I put it in the bugtracker and it's being fixed.

Yep... just read the bugg tracker... ****... kay ima stop saving my AMS for that big heal now.... So I get used to using HB to gain RP for my heals.

Single Target use chains, give the best RP and also stops them getting to you.
Multi Target, Spam Howling, Spam DC, and run like a little *****.
