cant see chat, in dungeons everyone's unknown

i have a couple of characters and all but the first character i made works fine with chat.

i can see npc chat, but no other chat. no public, or guild chat, and when i go in dungeons everyone is unknown and i cant see any of them chat.

again all my other characters work fine. all characters have the same check boxes under menu/social

ive deleted the cache and WTF folders multiple times. ive tried /reload ui.

im at a loss. if you have no ideas, is there a way i can reinstall without having to download all the patches again?

I don't know if it will fix the chat issue but if you get "unknown" in dungeons, typing /reload should fix it once you have zoned in. Usually works for me when it happens.

Have you tried looking into chat settings? Right click at the General window -> Settings -> check whatever you are missing.
In the dungeons always /reload after entering just like mibeal suggested, it works fine.

yes it has the same chat options selected as the other 4 working characters on my account
