I do think that after guilds get all their "first kill" etc achievements in Ruby Sanctum that RDF should be released, but customize it a bit more with a more restrictive "item level" requirement.
It would take some work, but make it to where it only counts the items "equipped", and those items have to have main stats for your class, and preferably the "best armor level" (cloth, leather, mail, plate) for your class. Meaning only Mail gear will benefit Hunter RDF requirements. So, at the minimum to run normals you would have to have most of the exalted rep gear for level 80 + a few lvl 79/80 profession and quest pieces. So, the player has to (for most cases) spend time earning the gear needed to even queue for RDF.
Though! They can obviously still run the dungeons, but they would have to find a group that doesn't mind not using the RDF tool.
Needs some brainstorming but in my mind it sounds like a solid idea to go along with the hardcore ideal of this server while cutting some slack to absurd "gearscore" requirements needed to run dungeons as the RDF tool will mostly do that itself.
