I saw kaer say in a post that theyplan to do account cleanups for toons under lvl 10. Why ? Why under 10 ? Why force people to level bank toons for example ? Also, will this apply for deathwing and ragnaros ? I can understand inactive lvl 1 toons but active lvl 1 ?

They haven't given specifics as to the criteria of the wipe. Don't panic, you might as well go ahead and start leveling important things to 11 just to be safe for now. As in, sit them where they get rested exp, go play your main, when the rested exp is full, go play the bank alt until the rested exp is used, and repeat.
The talk was just for Lordaeron because of the absurd amount of name hoarding that happened. Still there is nothing saying they won't clean inactives from other realms while they're at it.

it was only planned for lord, to combat people who create lvl 1's just to hoard names. it's not that difficult to level a bank toon to lvl 10.

This is to prevent names from being saved. This cleanup will happen once every few months. The first cleanup should happen within a few months, and not in a week like I saw players saying in-game.

Wrong. A bank toon is to be used to store additional items that you can't keep on your main. It's not a crime to just spend an hour levelling it to 10.
My bank toon on Retail is level 90.

Like I stated berfore, OP. They did not release the exact criteria they will use to wipe the pre-10's. Relax. Stop panicking. When they get closer to a planned wipe (probably won't occur until after TBC or WotLK is released) they will release more specific information concerning the wipe. If I recall correctly either Warmane or Molten did this at least once before (maybe it was retail?) and they clearly laid out the requirements to not get your character deleted, but I am pretty sure the requirement was just that you level it to either 10 or passed 10. This is Lordaeron, though, a Warmane realm. It already has different rules than other realms (Molten / AT realms), so they might have a different way of doing it this time.
From our perspective, getting that bank character to level 10 is a very trivial matter. You might not want to do it, but if you are THAT worried about it being wiped, I would suggest you go ahead and level it (using the method I posted above probably) to get the stress of it possibly being deleted off your mind.
Plus, once you get it to level 10, you can even then get a bunch of randoms to sign a guild charter to make your own personal guild bank, in addition to the bank character's space, that way you won't have to level another bank alt for a loooong time.

I honestly don't see any reason to complain about this unless you intend to hold popular names. You spending an hour to level a bank alt is worth it to prevent name hoarding.
I, for one, am absolutely psyched about this change.
