Toon/character disappeared

Nevertheless someone probably entered my account against my will from outside to delete a toon and get the name for it (likely a hacker - because its 100% not from my surroundings), so will there be any actions taken if i report this?

If not then i dont care anymore and the hacker can have his fun with the name

Correct, but they haven't started yet. It will be announced with plenty of time to bump your characters up.

Neither can I, so you might want to change your account info to prevent this from happening again.

Also, on the My Account page, you can create a ticket describing your issue and a staff member will reply.

Take it to a private matter via the Ticket system and they will see what they can do.

The only way someone can get your details without knowing is by using a keylogger. Which usually comes attached to 'dodgy downloads', so unless you have downloaded dodgy things then it can't be that. I also can't imagine a person going through that effort to get your account just to take your name.
