The OP is right, 7k players is too much.
When the server is full the delay is too much even with a 27ms latency to the server.
Please don't let us play with this delay.

We're always working on reducing server side latency (Note: You can always view the realm's average latency over the last few minutes on the information page) and have successfully reduced the average latency since release while continuing to increase the player cap. Our goal is to keep average latency no higher than the 150-200ms range which should still be plenty playable to most if not all players (keep in mind blizzard's own servers pre-WoD used to operate in the ~400ms range, however not as noticeable due to a few techniques they used), but no, we will not be decreasing the cap.
The last few days however, average latency has been significantly higher than normal at cap and we're currently looking into why. Also yes, the release of outlands and eventually northern should theoretically only benefit us in reducing the server load as players are spread out across multiple continents, which are updated mostly asynchronously from each other.
Edit: Reason for higher than normal server latency has been fixed and will be immediately applied on Lordaeron.
Large amounts of players within visibility range of each other exponentially increases the load on the server, which is even a problem for blizzard's own servers as seen from the WoD launch. We've made a few performance changes since the dark portal event to prepare, but we still expect a significant increase in server delay during the initial launch of TBC.
Eventually, yes. You have to remember though Blackrock has significantly lower peak population and no creatures spawned in the world.

As Takenbacon already mentioned, we will be updating a fix for the recent performance issue within the next hour.
Regarding the matter of high density areas: We are actually looking into a system rework that would allow us to update areas with varying size independently which change with the amount of units in the grid. That will definitely take some time to implement and test before it can go live though.

This seems to be a good place to ask so I'm going to ask here:
Does anyone have a solution for getting freezes that seem to be server side (but unique to me) that last 20s -1 minute? I get them most often when starting a raid boss encounter (almost every time the encounter begins I freeze for at least 10 seconds with having no lag beforehand), and in large BGs like AV or even AB sometimes... which leads me to believe it has something to do with the amount of players on screen (at the dark portal event - I think my ping was about 50000 ms without getting d/ced). However, when WoW is frozen I am still able to hear and speak clearly in teamspeak, and I can open webpages, etc, instantly. My connection is still moving at full volume.
I'll be switching ISPs as soon as I can and hopefully that will help (my connection is not the best to begin with, and I am from Canada), but it's really frustrating!

It's probably a Client Side error.
Try it without addons and slowly enable every addon again one after another to filter which one might make problems.
I remember back when I had a ****ty Computer that DBM freezed me because it loaded the Data for the specific Bossfight / BG.
We just had a lagspike ingame and the server is super responsive at the moment! This fix you guys made works really well! Thanks! :D

Last night the overall latency was reduced, but there were several huge spikes for the whole server (like 15 seconds each).
Bump, is this temporary because of outland release or is it because of server pop increase? .5 second delay, 90 ms
It it just you. Server is stable today, even now with 8k people playing. No delays no lag. And 90ms.. people here have to play with 200 and dont complain
I know 90 ms is low, that is my point. It says 90 but there's actually a .5 second delay. It's not just me - look at the other posters in this thread. It may be more a problem for people's location because US people seem to get it worse.
