Level 19 rogue in WoTLK, some questions

Hello. I am starting with a twink now and I have some questions.

My biggest issue is that I miss a lot, this is, I'm missing hit rating. So I want to know which items should I get to fix that.

The only item I have that provides me with hit is http://wotlk.openwow.com/item=6468, which isn't enough. I miss even on level 19 targets sometimes, so imagine how it is when my enemy is level 29 for example. It's a huge dps loss. I know some heirlooms provide you with hit, but I don't know which ones are the best ones for this, and I also don't know what the cap is (or at least what hit value should I aim for).

Another question: how do I snare my enemies. By now I'm using the engineering bombs for that matter, I wonder if there's anything else.

What realm are you referring to? IF you mean Lordaeron WOTLK then I don't recall heirlooms being available in this expansion.

I have always preferred higher level twinking. I have been considering keeping a rogue at 59 with all TBC 58/59 level greens.

I can't help you there, I don't know what you don't understand.

What realm are you referring to? IF you mean Lordaeron WOTLK then I don't recall heirlooms being available in this expansion.

I mean Deathwing. Heirlooms aren't available in Lordaeron because they are bought in Northrend with emblems, and that's not available yet, but they do exist in-game.
