Dethrone inactive guild master [MOP]

How would I be able to dethrone a GM who has been offline for about 5-6 months?
I am pretty much building up a dead guild and nothing to show for it, and I want to take over just to add members to it, which I cannot right now.
Was this disabled on mop or something?

There is (was?) a policy pre-moltdown where you could do that by simply creating a ticket and explaining the situation the GM had to be offline for like 2-3 months ( don't quote me on that, but it wasn't a short period) to claim the GM rank.
