If you read the first post it's pretty clearly stated, he has opted to go for spellnhit cap and not melee hit (which is fine if you want to do inferior dps seeing how hit above melee cap is around 0.5-0.6 EP).

Anything over 10-11 Spell Hit rating is a waste of stats, the chances of you actually missing out on a 5k spell hit over the course of a fight is only going to drop your sustained dps down by >100.

Even aiming for 8 % Hit is a waste (in late), because all your Styles except Howling Blast only requires 4-5 % and with late gear (yes i am talking about ToC and ICC) you only use HB with proccs to fill up your Rotation/priorisation if u have nothing to do. (Oblit, Froststrike hits harder than HB ever will with late gear)

With moderate Gear its ok to aim for 8 % because your HB will do more DMG with Naxx- early Ulduar Gear and gemming Str not Arp

I don't really get your point here, you're quoting me and then saying the exact same thing? Also I don't really understand the part where "only going to drop" and then greater than 100? Doesn't that imply it could drop anywhere from 100 to your max dps?

Much better stats if you use i213 chest from sapph and tier legs.

t7,5 chest + os10 legs gives you +1 crit rating +17 haste and -1 hit over sapph chest + t7,5 legs

i prefer the former
