Can't open MOP

I downloaded the game and when I go to open it, it says a file cant make a change. I ran the game as a administrator but still nothing

1) close your Torrent client and move your MoP folder away from your Torrent's download destination
2) now right click on MoP folder> Properties> remove "read-only"
