As we know on Lordaeron currently there is a 24 hr cool-down on making things like spellweave, titansteel and so on. And on the old core there is no cool-down on these items. So my question is will Ragnaros/Deathwing have a cool-down on these items after core transfer?

Why would you put the core on Deathwing already then if it doesn't work as it should on patch 3.3.5?

I do not know about every in-game specifics, a QA member will most likely be able to answer this better than me.
But, if that is not how it should work on 3.3.5a patch, you should report it into the Bugtracker. Neither Deathwing nor Ragnaros scripts will be used after the merge, unless there is a very good reason to port them to the new one.

Lordaerons current state is as it should work in an earlier patch since not all content is released yet. I hope they have made the necessary changes to make things work as they should in patch 3.3.5 before putting the core on Deathwing. But if they have then those changes have not been tested on Lordaeron so Deathwings core change seems a bit too early. But I guess we will see next week when Deathwings core gets updated.
