How does one get in Stockade? (H)

Humor me, please.

I typed in yesterday /who z-"Stockade" and I saw the maximum amount of people that /who can display - 50.. All in the 20-30 level range. All horde. All in Stockade (duh).

Now, correct me if I'm wrong, but as far as I know ( and also 'cause Google said so :P ) Stockade is in Stormwind - the capital city for the Alliance faction (damn, I know stuff).

And here goes the question:
How does one horde character between levels 20 and 30 enters Stockade when the Dungeon Finder is disabled?
