Every prick is gonna get it however you have to be good in order to make that legendary weapon good. You'll need to unlock perks and upgrades for that weapon that require raiding and grinding. In that aspect, the Ashen Ring from Icecrown Citadel is also bull**** 'cause every prick can obtain it and it's BiS for almost every single aspect.
