Is the Sky Golem recipe drop bugged ?

I have leveled engineering on my warrior and I have been killing mobs in Timeless Isle and Vale of Eternal Blossoms for 2 days now and I can't get the recipe to drop.I have read online that people get it after 3 packs of mobs.

It drops there. Just keep killing those Spectral Pandas

i read u get the manual that teach that mount and some more, have very low rate of drop like 1.3 in pandaria and 3% on mobs in siege of orgrimmar ... so your best chance its doing that raid... i read it in wowhead...

Manifestations of pride were fixed, no more errors, anyone who didnt get recipe Tailoring/Bs/Lw/Eng now can farm them easy 10-15min

i tried farming for 45min there but Sky golem schematic didnt drop... instead Celestial Cloth schematic drop 3x.
