Pandaria lock casting fear and UA while running?

This was pre-Kil'jaden's Cunning rework (patch 5.3 or so if I remember correctly) . You could cast any spell while moving, at the cost of movement speed. Each spell casted while on the move generated a debuff that stacked up to two times, slowing movement speed by a certain amount. Debuff can be seen on the warlock at 1:25 of the video. Talent was so strong almost every warlock used it then, hence the rework in 5.4.

Why don't you read the talent tree first?

I dont play MOP here, nor do i know what version is the server. According last change on that spell for MOP Patch 5.4.0, Kil'jaeden's Cunning no longer reduces movement speed, and will now allow the Warlock to cast Incinerate, Malefic Grasp, and Shadow Bolt while moving. You can move and cast this 3 spells using it, not UA and fear unfortunately.
