Legendary cloak hype , jk cya in 3 years when you actually get sigils for the 1st part of the quest. There's a higher chance of meteor falling on earth and starting a new ice age than those sigils droping ;)
If 100 % of people say they dont drop thanthey dont. Your data is wrong , my guild did so many msv toes and hof runs 0 drop

my guild did MSV (full clear), TOES (full clear), HoF (first 2 bosses) and we got 0 (ZERO) sigils.

It drops on the PTR" servers but on live it only has a high chance to drop on the Marketplace for coins otherwise there's a higher chance of a world war 3 than it droping from any instance ever. I just did hof hc yesterday , it only droped a waste of time

You people are just unlucky. We have checked this a dozen times already. It works and drops on live. This is a picture from Frostwolf, 1 minute ago. The cloak, nor any part of the quest chain is on the marketplace so please stop whining in regards to that we're purposefully keeping it disabled. The quest works as intended and it is not meant to have a 100% drop rate.
The increased drop chances and the effect (Gaze of the Prince) were only added just prior to Warlords of Draenor so last-minute people could get their cloaks before the quest was turned off.

There might be an issue but it's definitely not with drop rates. We are investigating to see if there's something else causing it for players not to see sigils. We can definitely see them dropping.
Either way, we're not sitting idly, we are working on it full steam.

On next update (that means tomorrow), you'll be able to see sigils in the loot windows. As for those discussing this, we are not planning on adding the legendary cloaks on the store any time soon.
The issue at hand was not with the drop rate or with the quest, rather with players seeing the sigils dropped.

I don't see what that picture proves at all. Where does it pin point the drop rate? It says there's a chance for it to drop. If you research further, you'll see the actual drop rates. The reason why nobody got it is not because of the drop rate, it is because of an issue with loot distribution in raid groups.
I got that sigil on the first attempt and I was able to see it due to selecting appropriate loot distribution and no other players in the vicinity.

I did look at the picture, we're very well aware of where it's meant to drop as we mentioned before, hence not understanding why you're repeating it. A lot of people in-game as well assumed that it's meant to be a 100% drop rate which is incorrect. The reason why I'm speaking about the drop rates is well:

Either way, this subject should be finalized as the fix for the displaying in raid groups comes tomorrow on restart.
