Filling the Cages quest bug on Icecrown

Hi there,
I've been trying to do this questline for the Guru of Drakuru achievement, but months ago I got stuck on this quest
since the NPC Budd was bugged. Now that I started playing again I thought I should give it a shot, but once again
it seems bugged. I've already checked youtube tutorials in case I'm just dumb but I guess it's actually bugged.
Is anyone having this problem aswell? Is this the right place in the forum to report a bug?

I've managed to complete it not to long ago, so not sure where you are stuck

Bugs are found on the bugtracker, check if it's there.

Edit: did it yesterday, it works on Drakkari warriors or whatever, doesn't work on casters.
