WotLK Enchanting issue

Hi,

I'm trying to enchant the chest piece Formal Dangui which item lvl is 60 with a Scroll of Enchant Chest - Powerful Stats, the enchant does says: "Use: Permanently enchant chest armor to increase all stats by 10. Requires a level 60 or higher item.", but, when I try to enchant it, the the text "That item is not a valid target." appears, I'd like to know why it happens? Am I doing something wrong? Is it a bug?

The enchant requires a lvl 60 item, not a lvl 60 item level. Item level and level requirement are 2 different things here, and the enchant requires the "level requirement"=60 to enchant it, not item lvl 60.
